Atlantic Area Chamber Ambassadors Visit Washington Elementary to Learn About Upcoming School Bond Referendums

The Atlantic Area Chamber of Commerce Ambassadors visited Washington Elementary School on Thursday October 23rd, 2025, to meet with Dr. Beth Johnson, Superintendent of the Atlantic Community School District, to learn more about the three proposed ballot measures that will appear on the November 4th, 2025, election ballot.

Dr. Johnson explained that the proposals aim to address critical facility needs, enhance safety, and provide modern, efficient learning environments across the district. Together, the measures would fund improvements and expansions that support students, staff, and families well into the future.

The three ballot measures include:

  • Public Measure DH: A $22.5 million general obligation bond for improvement and expansion projects at Washington Elementary, Schuler Elementary, Atlantic Middle School, and Atlantic High School.
  • Public Measure DI: An $18.5 million sales tax revenue bond to construct a new multipurpose activity center at Atlantic High School.
  • Public Measure DG: A Revenue Purpose Statement (RPS) to continue using statewide sales tax (SAVE) funds for projects like building upgrades, technology, and infrastructure.

The proposals are the result of a year-long facility planning process. In July 2024, the Iowa Construction Advocate Team (ICAT) from Estes Construction assessed all district facilities and identified areas needing updates to meet current codes, comfort, and accessibility standards. Later that year, SVPA Architects and Estes Construction worked with district leadership and the School Board to develop a 10-year maintenance plan and prioritize major projects. Financial advisors helped craft a strategy using both General Obligation Bonds and Sales Tax Revenue Bonds, generating about $40 million to address these needs.

Dr. Johnson emphasized that community input shaped the proposals through surveys, facility studies, and public meetings. “Our schools are the heart of our community,” said Dr. Johnson. “These measures are about providing safe, high-quality spaces where students can thrive, teachers can teach effectively, and families can feel confident about the future of education in Atlantic.”

Following the discussion, the Ambassadors toured Washington Elementary, viewing classrooms, shared spaces, and areas slated for renovation. The visit provided a first-hand look at how the proposed projects would strengthen learning environments for students.

Community members are encouraged to learn more and attend upcoming informational sessions before the November vote. For full details about the ballot measures, project plans, and voting information, visit https://www.atlantic-bond.com/.

Atlantic Area Chamber Ambassadors Learn About Rolling Hills Bank & Trust’s Long-Standing Heifer Program

The Atlantic Area Chamber of Commerce Ambassadors recently visited Rolling Hills Bank & Trust to learn more about the bank’s long-standing Heifer Program, a unique initiative that supports youth interested in agriculture and livestock development.

During the visit the Ambassadors met with members of the Rolling Hills Bank & Trust team, who shared how the Heifer Program has been helping young farmers for more than 30 years. The program was created to promote youth involvement in agriculture and to encourage young producers to build their futures right here in Cass County. By helping students gain hands-on experience and financial responsibility early in life, the program inspires them to put down roots, stay connected to their communities, and carry on the proud agricultural traditions that define the region.

At Rolling Hills Bank & Trust, the Heifer Program is more than just financial support; it’s a long-term investment in the future of agriculture. Each year, the bank selects two 7th or 8th grade students to receive five bred heifers each for a five-year period. Participants are responsible for the daily care and management of their heifers, gaining valuable experience in animal husbandry, budgeting, and business planning.

Throughout the program, recipients submit annual records of income and expenses, as well as summaries of how they have promoted the Heifer Program in their communities. At the end of the five-year term, students repay the program the current cash equivalent value of five heifers, ensuring that future participants can benefit from the same opportunity.

Applications are due October 31, and interested students must complete a detailed application that includes personal background, agricultural interests, program goals, and letters of recommendation. Parents or guardians are also asked to provide information about their agricultural experience, available facilities, and their role in supporting the participant’s success.

For decades, Rolling Hills Bank & Trust has remained a strong supporter of Iowa’s agricultural community, helping young producers gain confidence and independence. The bank continues to partner with local families, 4-H clubs, and FFA chapters to ensure that future generations have access to the education and resources they need to thrive in agriculture.

ATLANTIC, IOWA — The Atlantic Area Chamber of Commerce Board of Directors has announced the appointment of Kelsey Beschorner to Executive Director. Beschorner has served as the Chamber’s Program Director since March 2020 and has played a central role in shaping the Chamber’s signature events and strengthening connections across the community during her time with the Chamber.

“Energetic, outgoing, and engaging, Kelsey brings a contagious enthusiasm to everything she does,” said Anne Quist of First Whitney Bank and Chamber Board President. “Her creativity and leadership have breathed new life into many of Atlantic’s long-standing traditions.”

Kelsey has been instrumental in coordinating volunteers, managing event logistics, and overseeing much of the Chamber’s marketing and media outreach. Under her guidance, the Chamber has strengthened its presence through expanded media and increased social media engagement and visibility. With a genuine passion for people and community, she approaches every project with fresh ideas and a collaborative spirit, keeping the Chamber at the heart of Atlantic’s growth and vitality.

“We’re thrilled that Kelsey has agreed to step into this important role,” added Tim Cappel of Cappel’s Ace Hardware and Immediate Past Chamber President. “We have every confidence she will continue to strengthen the Chamber’s mission and build on the strong foundation that makes Atlantic such a special place to live and work.”

With a background in Therapeutic Recreation and Gerontology, Kelsey earned her bachelor’s degree from Northwest Missouri State University. She understands the value of meaningful connections, a philosophy that guides her approach to leadership and community building. “Since moving to Atlantic in 2012, I’ve truly fallen in love with Cass County,” Beschorner said. “It’s a privilege to serve in this role and to help share the Chamber’s story — while also showing the world that this really is the best place to live, work, and play.”

A proud Council Bluffs native, Kelsey traded city lights for small-town charm the first chance she got, and she hasn’t looked back since. When she’s not dreaming up the Chamber’s next big thing, she can be found out on the farm with her husband, Adam, and their pack of happy pups.

As the Chamber begins this new chapter, the Board will take time to thoughtfully evaluate future staffing needs and opportunities for additional support. In the meantime, the volunteer Board of Directors is stepping up to work closely with Kelsey, providing hands-on support and ensuring the Chamber’s programs, partnerships, and events continue without interruption. Together, they remain focused on strengthening local businesses and celebrating all that makes Atlantic such a vibrant community.
